and "severe weather conditions" could lead to "significant growth" according to the latest California firefighters bulletin More than 800 buildings have been destroyed including 644 homes while almost 6400 officials work to try to contain the flames Evacuation orders remain standing in areas of Ventura Ojai Carpinteria Montecito and Santa Barbara Victims Despite its hellish intensity which has left it is the hurricane-strength winds and the low humidity that cause them to spread over huge areas of land at an amazingly alarming speed Eric Boldt a meteorologist at the National Weather Service potential to climb to the top spot Financial losses There is no exact figure for the losses from this fire wave that has not even ended The California Department of Insurance told AFP that the calculation is the product of the figures from insurance companies As the fires are not over yet there are people who do not even know if they lost their homes or businesses and did not activate their insurance He also explained that losses may not be known in wealthy neighbourhoods like Bel-Air because those million-dollar properties are not insured with a current policy The agency estimated the losses from the ferocious fires in the wine region in October to be $94 billion dollars Global warming California Governor Jerry Brown warned Saturday that because of climate change the most populous given up on their Premier League title hopes yet despite dropping eight points behind leaders Liverpool midfielder Michael Carrick has said United have made a mixed start under manager Jose Mourinho and have drawn criticism for their lack of killer-instinct in front of goal having scored 16 times in 11 league games “We want to be at the top challenging We’ve had some ups and downs along the way it’s not to say that we’ve given up on winning things just yet” Carrick told Sky Sports “It’s too early for that and we’ve got too much quality and too much of a good team and squad to give up on anything “We just don’t feel we’ve got the results our performances have warranted; we know it can change… there’s still so much to play for and we still believe that when it comes near the end and when it counts we’ll be right up there” Next up for United is a clash against fourth-placed Arsenal and Carrick hoped his team would make a statement of intent against the Gunners at Old Trafford on Saturday “Arsenal have got some really good players When it clicks for them they are a very dangerous team and they’ve shown in their start to the season how dangerous they can be” he added “But I think we can be quite dangerous as well and we probably haven’t quite clicked into top gear which in some ways is a good thing because we know there’s plenty to come” For all the latest Sports News stuck at Mumbai Heritage Conservation Committee (MHCC) which approves development or structural changes of heritage buildings In 2012 the hospital had requested the MHCC to downgrade its heritage tag then they questioned the veracity of the documents ferreted out by journalists then they sought to narrow it down to a Congress vs BJP issue then they sought to shout out all panelists in television channels and finally they have decided to brazen it out The BJP has tried all tricks in the book but the media notorious for its short attention span is proving uncharacteristically tenacious in the case of Vasundhara Raje Always adept at managing the media the party seems to have lost the plot this time It can still resort to the tested visual and sound effects to wriggle out of the situation Maybea slogan like ‘ab ki baar no bhrastachaar’ or ‘desh mein new kranti no hanky-panky’ and a well-televised national anti-corruptionday involving government servants ministers and students It could well work though the slogans could be improved But it does not seem the party willgo that far It would have worked had the opponent been a political party The media is a different challenge altogether Even the entrenched journalists willnot help much PTI image So what option does it have It can stand by Raje claiming as it has started doing already that her dealing with Lalit Modi may reek of impropriety and be ethically wrong but she has done nothing illegal Or it can dump her and allow her to pick a person of her choice for the top job in Rajasthan Either way it’s a lose-lose scenario If it decides to brazen it out the BJP loses the critical advantage it has over other parties particularly the Congress on the issue of corruption It will have to carry the cross over the next four years and through crucial assembly elections It will also have to sacrifice the goodwill it enjoys in the media If it chooses to ask Raje to quit the impact could be much deeper It might be forced to take similar action against other ministers accused of acts of impropriety if not corruption as well – it cannot be seen to be picking a choosing whom it wants to punish The party’s organization will develop deep fissures in the event of this Further after tasting blood an emboldened opposition may then start focusing on other BJP chief ministers and Union ministers Shivraj Singh Chouhan in Madhya Pradesh and Raman Singh in Chhattisgarh could easily be the next targets The states are also the ones in which the party is most vulnerable Whichever way the party acts it appears the extended honeymoon period it enjoyed after its spectacular victory in May 2014 is finally over It’s time for reality The Congress lost the perception battle in 2014 and suffered its worst ever defeat The same battle has begun for the BJP now and catchy slogans and mega events may not help it much The Vasundhara Raje episode has robbed it of many of its big talking points It is likely to reflect in the upcoming assembly elections including that of Bihar later this year The BJP’s political opponents have not done anything spectacular to grow in public esteem but they can hope to gain if it fails to provide that feelgood experience again Interestingly while the party suffers loss of credibility the only person who is likely to come out unscathed and stronger from the latest development is Prime Minister Narendra Modi By letting the party to take a call on Vasundhara he has separated himself from the matter His Manmohan Singh-like silence may have invited ridicule from the media but it actually does his image more good than bad In the upcoming elections the BJP will have to bank on his charisma more than ever before Fractures in the grand social alliance that ensured the success of the BJP last year are visible already To repeat its performance the party will need the unifying Modi magic once more And yes in view of the changed situation the party must overhaul its media strategy Acting holier-than-thou won’t work any more (Wo)Men are born free yet everywhere are in chains – Jean Jacques Rousseau At 10:38 am on Thursday nine jurists followed freedom’s call down to Tilak Marg listening to the wind of change The nine-judge Constitution bench of the Supreme Court has unanimously upheld the Right to Privacy which was soon hailed as a staggering victory by the pro-privacy civil society When the chief justice pronounced his judgment it felt like both the longest and shortest 180 seconds of my life For a while now the public discourse surrounding privacy has been guided by and been within the context of the Aadhaar debate However by no means are the ramifications of Thursday’s judgment limited to the access to government services within the Aadhaar regime But first a quick recap Our legislature and executive have in recent times indicated that the Indian populace is not ready to embrace privacy as a fundamental right The attorney general on behalf of the Union of India has reportedly argued that privacy as a right has greater credibility in jurisdictions that are socially politically and economically developed: A description that may not necessarily be applicable to India The ramifications of the judgment aren’t limited to the Aadhaar debate Reuters representational image Besides the State has contended that privacy is not a legal concept but rather a sociological notion If we were to accept the State’s arguments as valid — that the existence of an advanced society (the parameters of which may be social political economic or abstract) — is a condition precedent for the recognition of the right to privacy shouldn’t being "less developed" make it the State’s duty to legally recognise and protect that which society is (apparently) not advanced enough to acknowledge and practice Privacy pioneers on the other hand have consistently argued both in this case and otherwise that privacy is a fundamental and inalienable right granted to individuals and safeguarded by the constitutional law of the land They have implored courts to read privacy into the rights under Articles 19 and 21 of the Constitution Per judicial precedent privacy rights have been seen to encompass within their remit the prevention of disclosure of information imported under confidence This last part is especially significant today as our apex court upholds the right of a billion people to their "selves" under Article 21 within the background of a constitutional challenge to a government scheme that creates a centralised repository of personal information in the face of reported infrastructural and security lapses What is at stake The application of this bench’s decision to the ongoing Aadhaar challenge — that’s what is at stake As we wait to peruse the text of the current judgment it is important to assess the more granular issues related to the biometric-enabled Aadhaar identification process and its confluence with government services In principle we are faced with issues of consent In practice we struggle with infrastructural deficiencies and an absence of safeguards and accountability Free consent is the cornerstone of any progressive democratic society It is legally the foundation of every contractual arrangement and sociologically underpins all discourse on personal choice Even the existing data privacy regime in India as outlined under the Information Technology Act 2000 and rules thereunder requires that data collectors gather and use user information only pursuant to consent This is critical because within this context the user may freely choose to part (or not part) with his/her personal information The consequence of refusing to share this information is the inability to access the data collector’s service/platform However choosing to not part with one’s personal data is a luxury one can ill-afford when in the bargain one loses the ability to access basic and essential government services The large-scale centralisation of everything from personal identifiers to financial information coupled with less than confidence-inspiring security systems to keep the data safe is probably the greatest concern plaguing those who are sceptical of the Aadhaar process from a privacy perspective A centralised database that amasses the personal information of the entire citizenry and links it across platforms and services has the potential of being used as a tool for Big Brother-esque policy implementation Add to that a Right to Privacy qualified by reasonable restrictions in public interest or in the interest of national security and we have ourselves a structure of zero governmental accountability An unaccountable surveillance-heavy nation-state where public services are antagonistic to the notion of free consent one that places itself much higher on the podium than the individual it seeks to serve It is a recipe for disaster and this is what makes the Supreme Court’s decision a step in the right direction What Next The proof of the pudding is in eating it Until it is possible to read the judgment in its entirety I recommend cautious optimism With the Supreme Court upholding the right to privacy on one hand the Telecom Regulatory Authority of India recommending an overarching data protection framework on the other and murmurs saying the Ministry of Electronics and Information Technology is working on a draft privacy legislation things are getting interesting And we must remember that the debate doesn’t end with Aadhaar the validity of which is still under the judicial review of a five-judge bench It transcends the wide spectrum of judicial interpretation of the freedom of expression under Article 19 and life and personal liberty under Article 21 of the Indian Constitution The bench has created a precedent that shall guide the rights of individuals vis-à-vis the State for as long as it isn’t overturned by a larger bench or made defunct through a legislative act of Parliament This judgment as a direct consequence puts into motion a chain of events the impact of which shall be felt across space and time and today was just the first domino In Bob Dylan’s words there’s a battle outside and its ragin’ and our highest court seems to have finally heeded the call resolved no longer to stand in the doorway or block up the hall cuz the times they appear Related News Nine months on who does the Prime Minister remind you of The image his detractors were projecting before the elections was Hitler or someone worse There was to be an immediate and drastic attack on Muslims One friend told me she was going to attend the last ever qawwali concert in Delhi the day before the election results were going to be announced These people were projecting their fears on to Narendra Modi But many who liked him projected their own fantasies on him He was going to be a strong leader of course But some thought he would instantly overhaul the tired old economy remove the Congress statist paraphernalia He would be like Margaret Thatcher and privatise right and left There would be a Big Bang-like event marking the advent of the Modi era There was a hunger and an impatience around the country in which everyone indulged in their own Modi dream What we have seen is a different person He has been innovative in the matters of outreach to people from the very first day Why did no one before him have the sense to make the ceremony a large public event His hyperactivity at home and abroad in meeting world leaders is exhausting to watch So far there has been no false move the Rs 10 lakh suit excepted The Eastward tilt has been firmly established and the US has been secured as an ally In this respect Modi has been like Atal Bihari Vajpayee who was successful as foreign minister and followed it up as prime minister There have been no Big Bangs no rupture of the old order There is continuity with the UPA but without its policy paralysis There is a surprising degree of moderation in pursuing incremental reforms There is a determined stance of ruling out privatisation be it of the Railways or PSU banks Even divestment has been modest Modi likes the public sector and would rather make it more efficient than sell it The most surprising policy move has been the deepening of the welfare provision The UPA built their welfare provision around the poverty line But there are poor people who are not BPL In the latest Budget we saw the ambitious project of universal social security with pensions for those above 60 and health insurance at affordable rates When this is embedded and expanded it would transform the well-being of millions Modi has been among those who are not BPL but still anxious about their future Hence the retirement pension and the health insurance In this aspect Modi reminds us mostly of Lal Bahadur Shastri It was Shastri who first raised the question as to whether all the Plans were improving the living conditions of the aam aadmi Shastri was able to recall his own humble upbringing and never forgot that there were millions more like he used to be Sadly he did not live long enough to transform the Nehruvian heavy industry policy Shastri also was much more decisive in a military confrontation than Nehru had been and recorded the first military success India had since Independence Modi has not yet had to face a military problem But one presumes he would come through with full marks if he does No one had expected a moderate middle-of-the-road leader in Narendra Modi Some are disappointed that things have not moved faster The determination to help India grow faster while at the same time looking after the vulnerable is more in continuity with the past than anyone had expected There is also the indefatigable push to secure India’s position in the top ranks of the world powers The dangers for Modi are many There is the risk of having to deal with a hostile Rajya Sabha for much longer Modi will have to reveal statesmanship at home as he has abroad He sidelined other BJP leaders by promising and delivering a massive victory in the general election But keeping up that rate of success is not just difficult it is impossible If the pace of success slows watch out for the knives It is your friends who are your worst enemies For all the latest Opinion News download Indian Express App
